Legal Question in Real Estate Law in New Jersey

i am a homeowner in camden county nj...i received a summons from a local code enforcer to appear in court over a sanitation issue...i was never notified of any complaint or given the chance to correct any offenses before this court appearance summons was issued...is this lack of du process sufficient to have any penalties imposed dropped?
