When 2 people are on the mortage and deed, and only 1 person is paying the full amt of monies owed on the mortage and monthly utilities, what legal rights does that one person have, this is for a house in New Jersey?

It depends on their relationship and what they agreed on when they entered the transaction.
It would have been best to have a co-owners' agreement to start, so that interests and obligations would be clearly defined.
You should consult with a local real estate lawyer, who could review all of the documents relating to purchase and financing of the home and advise you of your options.
