during hurricane sandy and due to the flood my boat floated away out of my yard and damaged my neighbors house, what is my legal obligation

Your obligation is to keep your property from damaging your neighbor. If your neighbor makes a claim, you should submit it to both your homeowner's insurance carrier and your liability carrier for the boat.
