inherited the house from my
mother, and I live out of
state.I also am the executor
for the estate,There is no
lease or rental agreement and
no mortgage .He was living
thier when she died I told him
he could stay as long as he
paid the property taxes and
property insurance.He was
sending me the reciepts for
this but has stopped And has
had a female move in with
him..Also this has been going
since 2011,and I have not
switched the title over yet
because I didnt know if taxes
would be more for me.When I
went to sell it , I do have a
tax waiver for the property
from the state to sell from my
moms deed.

You have a number of problems to address. Title and back taxes are two of them A third is evicting the current tenant which you cannot do without the assistance of the court. There is no tax waiver; you must pay any back taxes before or at the time of sale. I expect that thing will go smoother for you with the help of a lawyer.
