landlord moves in

My brother rents a bedroom in a three bedroom home from a widowed lady. Another single gentleman rents another room and the landlord (older female) just moved into the third room. There is only one bathroom. Is this legal?

A rooming house permit or license may be required. To find out for sure, call the municipal clerk in the town/city where the house is located and they will either answer your question or tell you who to speak with that can.

This may not be a legal "apartment house", so the requirements for multiple bathrooms is probably not available. While you can probably report the landlady, she will probably be forced to close down, and will probably be found to be acting illegally. I do not anticipate she will then be able to continue renting, and she probably needs the income to exist. So while you have recourse, it may be detrimental to the landlady. The trade-off is that you have lower than standard rent, but less amenities. It's your call how to proceed against the landlady.
