landlord problems

Am I as a tenant responsible for paying other tenants utilities when the lanlord is collecting money for their utilities but making me pay the whole bill?

However, if the landlord is collecting money from the other tenants to pay utilities and then sticking you with the entire bill, that sounds unfair.
