Can my Landlord Tape shut my thermostat so that I can't turn up my Heat?

I live in New Jersey in a 3 family brownstone and my landlord is adamant about the heat not being raised above 66 degrees. He is so persistent that I came back after the holidays and he has placed duct tape over the thermostat so tha I cant get to it. Is this illegal? Is 70 degrees too much to ask for when I am physically in the apartment I can understand when I'm not there but this can't be right.

I elieve 66 degrees is not eanough heat. I would contact your municipal health department to inquire as to minimum standard and to report any improper heating. If the minimum allowable is over 66 degrees, I would then send the landlord, by certified mail, return receipt requested, a letter advising of the statutory minimum and demanding immediate correction.
