can i legally transfer title of a timeshare to a dormant corporaton
( meaning the corporation exists but the license fee has not been paid.)

If by "license fee" you mean the state mandated annual report fee, failure to pay the required fee will, eventually, result in the administrative dissolution of the corporation (i.e., its dissolution be the state). Such dissolution may disqualify the corporation from entering into such transactions. So, as a knee-jerk, I would say that such a transfer is problematic at best, and probably should be avoided. Also, you must consider whether there are any restrictions on the transfer of the timeshare itself. The question requires further analysis.
