Legal Question in Real Estate Law in New Jersey

I live in Bergen County NJ. I own and live in a condo that has a common hallway. My neighbor across the hall is a very heavy smoker. The hallway stinks and I've often seen a haze of smoke in the hallway. The smell permeates into my condo, and I'm concerned that I'm subjected to second hand smoke. I've notified the condo assoc., but nothing has been done yet. Other odors such as skunk scented smoke, cat urine and other unidentifiable, unacceptable fowl odors also come from the same neighbor. These odors often permeate into my condo as well. I've talked to the neighbor on several occassions, but nothing has changed. I constantly have to spray the hallway with room deodorizer. I'm concerned for my health. I've thought about moving, but I'm also concerned that this neighbor is bringing down the value of my condo, and with the smell I won't be able to sell. Please let me know my options.
