Neighbor damaged vine on fence
My neighbor across the street took a weedwacker and cut down a honeysuckle
vine growing on my fence on my property. He claims that he was asked by my
neighbor who shares the boundary to remove it. The vine was cut at the roots,
which is definitely on my property, and it is dying. I filed a report with the
police, but the neighbor across the street has a history of being a bully and
harassing me. Who is liable? And how can I protect my property from further
damage from this bully?

I agree with Bob, but add that you should look into whether your community has a Neighborhood Dispute Resolution Committee, which handles things like this. It is an alternative to commencing suit in your Municipal Court, although it is part of that court system. Hearings are informal and are not binding, although they can provide some relief. If you want to push back, you can use an attorney to do so, but it will cost a bit to do. You may try to have an attorney put the nasty neighbor on notice, and use the 'defiant trespass' statute.
