You must really verify that his cesspool is onto your property before anything else; that takes a licensed professional, a surveyor would be best. If it is on your land, you have to consider what the problems are that you might have because of this. Will his cesspool prevent you from expanding your house? is it too close to your basement or swimming pool? is there some other bad result from this?
