paying rent

I had no heat in my house for 1 month and my pipe in my basement leaked. It was not only water, it was leaking from flushing the toilet. The landlord new about this for a month and did nothing about it until I didn't pay my rent that month. My question is do I have to pay rent for that month, and what should I do.

Yes you do have to pay rent. You may pursue whatever legal rights or remedies that are available to you by going down to the Special Civil Part Court in the county in which the property is located. The clerk will give you the appropriate forms. You may have a cause of action to terminate your lease under the theory of constructive eviction.
