Depending upon the context and the locale, the term could refer to the Open Public Records Act (OPRA), Environmental Protection Operator and Pollution Risk Appraisal (EP-OPRA), or Operator and Pollution Risk Appraisal for Integrated Pollution Control (IPC OPRA).
If your question pertains to New Jersey flood hazard information, the first meaning is probably the correct one. Several agencies require OPRA requests to formally disclose agency information concerning flood and environmental hazards.
