property infringement

My neighbor has a wooded parcel to the rear of my property , separated by a post and rail fence .

There are many dead trees adjacent to the fence and many live trees with branches overhanging up to 10 feet onto my property . Is it his responsibility to remove the dead trees which could fall onto my property and the existing overhanging branches ?

No, but it he would be responsible for any damages caused if a tree fell onto your property. The overhanging branches are an encroachment and you can remove them.
