I purchased a trailer "as is" but i found out the person selling it to me doesn't own the trailer or have the proper VIN number or bill of sail or title,, how do i get my money back?

You have a huge problem, and you are at risk to lose the money. this person does not own it? if that is so, then he can not sell it to you. Big problem.
