I assume that you are referring to utilities. The relative rights and responsibilities of the landlord and tenant are defined in the lease. If the lease is silent on the issue and local law does not provide an answer, the landlord is only responsible for providing the property and quient enjoyment of it. It is common for the landlord to pay for municipal utilities such as water and sewer because these are a lien on the property. Some or all of that cost is frequently added to the rent.
