Would a real estate contract be considered invalid if the seller's house does not (and did not at time of signing) meet health regulations,i.e. septic system is health hazard ?

You can require that the seller provide you with a certificate of occupancy. If they can not provide you do not hae to close.

A well-drafted contract would provide that the buyer could avoid the contract if the septic system was defective. Additionally, the general import of a residential real property contract is that it be habitable at the time of sale.
