Legal Question in Real Estate Law in New Jersey

Our residential mailbox is across the street from our house. Our across-the-street neighbor did some landscaping in front of his house last summer and moved our mailbox about ten yards from where it was. It is now next to another neighbor's mailbox, but sits lower and further back. It does not meet the placement standards. Because of the recent heavy snows, the mail carrier has been unable to deliver the mail (but she can deliver mail to the box next to ours). The neighbor did NOT ask us for permission to move our mailbox, nor did he ask the local postmaster.

Is the mailbox federal property? And, is it illegal for him to have moved our mailbox without permission?
