i bought a brand new home from the builder and the hot water tank broke 2 times already and the home is only 11 months old. what is the responsibility of the builder since it is still under warranty?

You should notify the builder of the problem but you should also make a claim with the company that services the new home warranty. You will find the claim form and instructions for filing a claim in the package that you were given when you bought the home.
