Tenants' rights

Are there legal restrictions as to the that a rent increase can be, whether notice is required and, if so, how much notification?

If you are not subject to rent control you can raise the rent any "reasonable" amount. A very particular and specific notice is required in order to raise the rent properly. Consult competent counsel in your area to avoid future problems.
