i want to transfer my father's house deed to my sister it's in the will

First, the will has to be admitted to probate and letters testamentary issued to the Personal Representative of the estate. That could be you if the will says so. To do that, the original of the will must be presented to the Surrogate of the County in which the decedent resided at the time of his death. The letters testamentary give the Personal Representative the authority to carry out the will including the making of real property transfers. Once this has been done, the Personal Representative can convey the land by giving an executor's deed. It is best if all of that is done with the assistance of a lawyer since there are tax issues and otherwise no one else will check the deed for sufficiency or errors until your sister needs to convey the land which may be years in the future.
