Is it true that in NJ a tenant can sue the landlord for 3 times the security deposit if it's not returned?

The statute says the tennant can sue the landlord for double the security deposit if its not returned in 30 days or a letter given to the tennant identifying why the security was not returned.

I agree with the other authors. The landlord can deduct cleaning and fixing up expenses if the tenant leaves the place a mess, but he has to account for this.
