Legal Question in Tax Law in New Jersey

hey my cousin didnt work this year, and he filed the same taxes he did last year..what kind of trouble did he get himself into?

I am not sure what he reported and why. More information is needed to reply. If he made up some income to qualify for tax credits, he could be looking for trouble.
