Sue an accountant who filed your taxes incorrectly?

An accountant who handled taxes did not report the taxable income correctly. Clients actually owed taxes but did not realize it. The IRS notified them a year later. The IRS is billing for the taxes owed and a near $2000 penalty which includes interest. Is it possible to sue the accountant for the penalty?

Maybe. You do not specify the mistake or how you may have contributed, if in any way. For example, was the issue between long-term and short-term gains (taxed differently) and had you provided all of the necessary information so he could report it properly? If the accountant was totally at fault, he might be responsible for his mistake. He would not be responsible for the tax portion you actually owed.
