I recieved a Tax bill from a bill collector for 1988, 18 years ago. How can they tax me 18 years later??

Is this a bill for taxes levied a long time ago and never paid, or for recent taxes? If it is an outstanding bill, they can try to collect it. If it is a recent bill related to retruns filed many years ago, and recently assessed, you may have a defense.
