Water Bill/Meter Problem - Avalon, NJ
My quarterly water bill was severely inflated in my summer home in Avalon, NJ. When I contacted the local municiple water department, they eventually replaced the meter and the bills went back to the normal rate. Now the problem exists that the local water department refuses to adjust the old bills and acknowledge that the meter was making incorrect readings. As a result, I have refused to pay very inflated bill which was over six times a normal bill and I am still listed in arrears with the water department. I have contacted them several times and they refuse to reason with me and reduce the bill. Also, they do not have the old broken meter. The water department confiscated it and they can not located it. Please advise me of my rights in this situation. I don't want to be in arrears with any creditors.

Unless you have a receipt for the broken meter and can provide some verification that a new meter was added, you appear to be at the mercy of the utility. You might want to go to small claims court to argue the case, but without any proof of a defective meter, your chances are slim.
