Legal Question in Traffic Law in New Jersey

Fifth Agreement?

My husband was in an accident, not at fault and the other driver received a ticket. She filed a complaint with the municipal court that he was Careless Driving. He went to court today and the prosecutor suggested everyone agree to a 5-5 (?) Fifth Agreement in which no one is held responsible and her ticket is dropped. What exactly does this mean?

I have never heard of such an arrangement. There is a court rule which permits an Order which makes a guilty plea to a traffic offense not of evidential value in a civil trial, but this involves a guilty plea.
