Auto accident: Who is at fault?
1. Veh2 driving on a Highway going south. Veh1 making a LEFT turn from a side road crossing both the lanes of the highway.
2. Veh2 hits Veh1 approx. at the rear wheel.
3. Police report states, Veh2 at fault.
Question:

2. Can Veh2 claim for damages, from whom [owner of Veh1 or its insurance compnay], Special Claims Court, since damage is more than 3K but less than 15K.
3. Will court decide the ''fault'' or just go by verdict in the police report?
