how far back (in years) can they go to collect a debt.

I would suggest that your expand on your question. If you are saying that you owe fines to a municipal Court based on tickets or whatever you worked out with the prosecutor, you will owe those fines indefinately until they are paid. If you receive a ticket and ignore it, it will not go away, eventually you will need to go to Court to address it. A municipal Court may not sue you for the debt, but they can issue a warrant or request that MVC suspend your license if you fail to pay the fines. Again, i am not certain what you are asking as your question is too vaque. I would ask the question again but be far more specifc as this will hopefully get you the answer that you are looking for.
