does cop have to be stationary

Does a cop have to been stationary in his car to radar someone speeding? I was driving downhill when a police officer going up the hill passed me supposidly speeding 22 mph over the speed limit. The officer turned around and pulled me over. The ticket says he has me on radar. Can he have me on radar if he was driving in the opposite direction as i was and just happened to pass by me?

The radar does not have to be stationary. What the officer did in your case is legitmate. You currently have a 4 point speeding ticket against you.
