Legal Question in Traffic Law in New Jersey

crossing a double yellow line

I was following traffic on a two way street and there were two cop cars on the side of the road I went around the police cars as did the cars in front of me and an officer screamed at me telling me that the road was closed even though both trafic lanes were in use and there were no flares. He was not only abusive but gave me a ticket and he would not tell me his name he said it was on the ticket that was illegible. Is this legal?
