who has the right away
if you are driving down a road that has people turning left and traffic goes around the cars to go straight and the other intersection has a stop sign does he need to wait til traffic is clear

What the h___ are you saying? The "other intersection", WHAT other intersection? your 'question' makes no sense. 99% of your answers will be found in the NJ Drivers Handbook, which is online, and when all else fails, just avoid doing anything dangerous. That said, of course you ALWAYS want to be sure an intersection is clear before entering it. Even if you have the right of way, you can NOT drive through an intersection if you observe it is not safe!
