Can you get a driving while suspended ticket without ever being pulled over in the state of New Jersey?

No. but if you were driving with a suspended New Jersey license in another state and were stopped by an officer and/or a trooper and were issued a summons, once the N J Motor Vehicle Commission learned about the out of state ticket, the Commission could take administrative action to further suspend your license for operating a vehicle during a suspension period. hope that helps
