Electric Bicycles federal regulation - Low Powered

I reviewed one of your recent responses to a question regarding Electric Bicycles' that Ronald Aronds and Kevin Begley responded to. I have had a similar problem recently where I was stopped and advised by the Local Police Department in Bay Head NJ, that you must have such a vehicle registered and insured. I did not argue however and did not get a ticket however he did say that they could impound the bike and issue a ticket next time.

according to the fed Reg... it should be treated under the same rules as a Bicycle and should ''NOT'' be required to be registered or insured (if it met the definition), i.e. Vehicle with fully operable pedals and an electric motor of less than 750 watts (1 h.p., whose Max speed is 20 mph.
