Fender Bender-damage to bumper existed previously

Recently my wife hit another car in a fender bender accident. She gave the driver her information. The driver told her that the damage on her car (a vertical scratch and crack to the bumper) was already there and she did not see any new damage. She told my wife that the bumper needed to be replaced due to the previous damage.Later the driver called us and said there was a crack under the bumper due to her accident. She sent us two estimates both of with contain over $300 of paint repair to the bumper. We are certainly willing to pay for some of the cost. However, are we liable to pay for the paint repair to restore the bumper to a new condition considering that it was already damaged?

New Jersey has no fault insurance. What this means is that your own insurance company pays for whatever damages there are, and then tries to get at least some of it refunded to them from the other person's insurance company. You should contacct your insurnace company about this.
