Hit by motorist opening a door into traffic

Recently my mom side mirrow was broken by someone opening her door who parked on the side of street, while my mom was driving within the speedlimit (25mph). The police officer reported to the scene, had assured my mom, who doesn't speak english well, that everything is fine, no need for report and the damage is minor (about $150, we got an estimate). Howerer, the lady's husband contacted us later on and said there is a police report. In the report it cited my mom with careless driving. No ticket was isssued on the scene to either party. Now they are relectant to pay for the damage. (btw, the police officer is a friend of this motorist) What should we do? Is possible to fight this police report? What is NJ law regarding in this situtation?
