NJ motor vehicle surcharges have kept me from driving for 15 years

I'm 49 yrs old & moved to NC from NJ 3 yrs ago. During 80s I was irresponsible w/my license & didn't pay relatively minor tickets, DL suspended, so no reg.,no insurance,..All orig.tickets paid in individual municipalities ca.'91. In'92 when I tried to restore my DL I was told I would have to pay the NJDMV surcharges, which were already astronomical. I was unemployed single mom of an infant, who hadn't been licensed since '88. Subsequent attempts to communicate w/DMV were futile,leading me only to their collection agencies & the discovery that, w/int-

erest, my bill was about $10,00.0 In 8/2000 I relocated to NC w/my son & have been gainfully employed for almost 3 yrs, though unable to obtain DL here because of the NJ situation. My income is low. The NJDMV info appears on my

credit report,which also has other outstanding debt.

I want to a)work out a way to pay NJ a REASONABLE amt of

money over time while BEING LICENSED in NC, or b)

it's come to my attention that if I declare bankruptcy, the

surcharges may be discharged & I can obtain a license. Is this true? I've had conflicting info re whether surcharges can be discharged. Where do I begin?

My understanding from a friend who is a bankruptcy attorney whether your surcharges can be discharged in a bankruptcy depends on the bankruptcy judge you are before. You should see a local bankruptcy attorney where you live.
