NJ provisional driver's license renewal

My daughter got a provisional driver's license when she turned 17. It doesn't expire for 4 years. She is waiting until she turns 21 to renew it. Was she actually supposed to renew it when she turned 18? If so, why is the expiration date for 4 years? And will she get fined if she waits till she's 21?

She doesnt have to renew it until it is due........but she is restricted to all the limitations until she renews it, which means she is limited in the hours she can drive, the number of passengers, etc. until she gets the regular license. Also if she gets a ticket for something like a stop sign or speeding it cannot be reduced to a no point ticket because she still has the provisional license.
