Legal Question in Traffic Law in New Jersey

re: NJ statute 39:3-17

I have two residences, one in PA & one in NJ, with the primary being PA. Got stopped for a traffic violation in NJ near my apt that I use about 2x's a week. Cop gave me 2 tickets w/ one for not having a NJ registration since I reside there sometimes. I receive mail at both locations though mainly at my PA residence. Is there a way to fight this ticket/court appearance as he required a court appearance for the 39:3-17 violation?

If your primary residence is Pennsylvania registration in Pennsylvania is sufficient.

Its not a big ticket, I suggest you go to court by yourself first and see what you can arrange with the prosecutor. If you don't like that deal, get an attorney.
