in NJ, if a ticket issued by a police officer in an accident is dismissed, can the victim sign a complaint against the person for the same thing?

You can bring a citizens or private complaint against the other driver. Go to the police station in the town where it happened and speak to the police on duty. Hopefully, you still have time to do it. (Call first)
