Legal Question in Traffic Law in New Jersey

NJ Traffic Law and moving vioations question.

Can off-duty, non-uniformed police officers, driving in their personal vehicles, issue moving violations for speeding and tailgating, after purposely instigating the aggressive encounter by excessive slowing down and speeding up, to block me from passing, on a major highway?

Anyone, police and non-police, can cause a summons to be issued. Police, of course, carry their tickets with them and can do it on the spot. Others would need to go to the police station and make a report, ask that the summons be issued and sign it. In some cases, the matter would be scheduled for a probable cause hearing. But, I digress. The answer to your question is that the policemen can issue the tickets. You are bringing up issues that may be part of your defense when the matter is heard by the Municipal Court.
