If I understand your question correctly, what you are asking is Can the police pull you over for violating NJS 39:3-75, the Tinted Windows statute. If that is your question, the answer is Yes.

I am gonna take a shot in the dark and guess that you aren't that upset about that charge and that there is another charge? While there may have been PC to pull you over, other circumstances could still help get evidence thrown out.
