Legal Question in Traffic Law in New Jersey
I received a ticket for driving on a closed section of road (i unknowingly made a prohibited right hand turn)-- violation of NJ 39:4-94.2b and the summons requires me to appear in court. Can they require a court appearance?

Yes, but only because the way the law is written the fine that can be imposed on this summons ranges anywhere from $0.00 to $100.00. Because the fine is at the discretion of the judge you have to go to court so he can decide how much you should be fined.
