Legal Question in Traffic Law in New Jersey

I recently got a ticket for illegal left turn out of a parking lot, however talking to someone I know they said that the sign was out up by the landlord and not the city or county, how can I find out if this information is true and them can I use this to get out of the ticket. It was in bergen county new jersey.

Write to the New Jersey Department of Transportation and give the exact location of the sign and give a description of the sign ask whether it was approved by that department. If it was not,

the sign is of no consequence and you should be found not guilty.
