Are police officers allowed to run license plates in New Jersey without reason?

For those in law enforcement? Sure why not? As far as I'm concerned, if they have 'nothing to do', and checking plates turns up a stolen car, a child molester, or something else, then they made good use of time when they may otherwise be bored (police work is often boring).
