Legal Question in Traffic Law in New Jersey

scheduled driver license suspension
My son is about to get his license suspened. They suspened his registration. They said that there was no insurance on the car. He had conceled the policy,because he got a new car. However he does not own the car that they suspened. No they are asking $100 reinstatement fee. When we called up the motor vehicle and ask them some questions. Nobody gave there own name(or a real name).Got hang up on three times. When ask for there supervisors nobody know there name. So it looks like the motor vehicle does not have any body in charge. Final we got a hold of somebody that would give us there name (it was a real person?).She stated that is could not tells us any thing and that she would get back to us later in the day. Well she never called back. Until this morning and stated she could not do anything to help us but pay the $100 fee. She would not give any reason. One girl did tell us in her notes that the insurance was told to concel the policy. I would like to know what to do?
