Legal Question in Traffic Law in New Jersey

Stolen/borrowed identity

I recieved a summons to appear in court because I failed to pay 2 tickets. I went to court 3 times, explained that i DID NOT recieve those tickets. the 2nd time i was belittled by the prosecuter and threatened that i can go to jail for lying. the 3rd time i spoke with the police officer alone and he claimed that it was me who he issued the tickets to. a week later, my brother confesed that he was pulled over a year earlier and that when asked for his info he claimed to be me because he did not have a valid license. now i love my brother, no matter how stupid he is, but the fact that both the prosecuter and police officer SWORE that i was the one who got the tickets and that i would pay for that, i want to have an attorny who will not only prove (with my brothers own words) me innocent but challenge the antiquated system and sue the state for damages.
