Street Cleaning
If a sign is posted no parking 11 - 1 PM for street cleaning and the street cleaner passes by and is finished by 11:30, can you get a ticket for parking on the street for street cleaning after that the street cleaner has already passed by but is still before 1 PM.

In short, YES. The times posted on the sign control the violation of the law. The actual facts of the case may be useful at trial if you can somehow prove that the street cleaning was already completed. Otherwise, you would be better off just paying for the parking violation.
