Legal Question in Traffic Law in New Jersey
I was given a ticket for improper passing. I had pulled up to the line of traffic for the light. The lane went from one lane to 2 lanes, both lanes were right turn lanes. The cop gave me the ticket and said I could not go into the left lane until I got to the solid white line. I thought a solid line meant no passing.

The solid white line does mean you cannot switch lanes.
It means you cannot pass and you cannot change lanes which may be why he issued you the summons. It carries points so you may want to hire a lawyer or at least request a Court date so that you can appear and speak to the prosecutor about negotiating the ticket down to something that carries fewer or no points.
