Legal Question in Traffic Law in New Jersey

Ticket Through Mail

I was driving on open road, all of a sudden i saw a crown victoria catch up to me, thought it might have been a undercover cop, he tailgated me for a half a mile, then when i turned off road he kept on going straight. If it was a cop and he was following me to see what my speed was, what is the law in regards to receiving a ticket by mail or any other things that they may dream up?
